Here is an extract from the Chartered Institute of Transport in Response to the RUCATSE report June 1994 entitled ‘ A New Solution for Heathrow ‘ chapter 5.1 –
At LHR it would be possible for close-parallel runways to be provided either to the north or south of the existing full length runways and, in the longer term, to both of them. Because of site constraints, an envoironmentally acceptable and operationally robust solution may require some repositioning of existing facilities. However, there are extensive redevelopment possibilities which offer opportunities for layouts which incorporate the runways and the associated apron infrastructure and operational facilities.
