Lufthansa voucher\' upgrade policy

On 8th December I purchased four roundtrip tickets Bologna to Singapore in economy class, then asked an upgrade to Premium Economy (just for myself) using my brother’ two vouchers expiring December 31st last year.
Before booking I had LH over the phone and was confirmed upgrade was available on both intercontinental flights (FRA/SIN/FRA); the minute after the booking was made called up LH and requested upgrades and was told a confirmation email would have been sent in the next couple of days.
After one week I decided to ring them up but was told upgrade was UNAVAILABLE and unfortunately my brother’ vouchers voided on January 1st 2019; I called them again on December 27th and got same answer.
Lufthansa keeps being a very annoying airline when come the time to cash in on free tickets and/or upgrades.
FYI: still a lot of Premium Economy seats avaialble as of today
I hope someone can relay this message to LH management.
