Good morning!

I took a flight by Aeroflot airlines from Larnaca to Moscow few days ago. My luggage was lost through Aeroflot;s fault. Yesterday the luggage was finally found but Aeroflot airlines denied to trasfer my luggage to Kaluga, because it is out of Moscow and Moscow region.
I travel by plane very often. And have faced such cases with British and Lufthansa airline, but all of them transfered the luggage to the places i asked.
What sould i do in this situation with aeroflot? Can you give me some links for laws which define the responsibility of airlines?
