Of course the Gulf carriers are active to CPT too. But one of the main issues is whether or not Norwegian would be able to gain CPT traffic rights should it wish to open the route.
The South African govt is protective of SAA (who quit the CPT-LHR route) so it would be up to the local tourist people to put pressure on the relevant authorities.
