Has anyone used a New York based company known as ‘FlyL4L” for discounted international Business / 1st class air tickets. They promote on their website that they buy FF miles from major companies and resell as tickets for international travel only at approx 50% of normal prices, and say it is legal

I would stay well clear of buying tickets sourced through the “grey market” of Airmiles.
