Japan: Carry-on Baggage regulation has changed since December 1, 2009.

    Effective on 01DEC, a new carry-on baggage regulation has been applied for all the domestic flights (JAL, ANA, other minor domestic airlines) in Japan. It was a very strict baggage rule. If you would like to take a little oversized carry-on baggage in the aircraft, they require 10,000 yen a piece at counter. The size of dimensions must be fit in 55cm x 40cm x 25cm for more than 100 seats aircraft and 45cm x 35cm x 20cm for less than 100 seats equipment. All airline staff were measuring all the look-like oversized hand carry luggage before security check point. If you belong to symphony orchestra and need to bring violin, they will charge 10,000 yen. It is unfriendly, unhappy, and ridiculous service in Japan.
