Looks like one cannot use a mobile for any purpose, even in flight mode, when in China or on a Chinese Registered Aircraft.

Apparently, one offender was only listening to music. I hadn’t realised, until now, that listening to music on your phone is “technically” using a mobile and may involve penal sanction!

While living and travelling extensively in China the rule on use of electrical and phones was so blatantly ignored you just learn to chill and ignore what your fellow passengers are doing.
If carriers seriously implemented the rules a high percentage of passengers would have been incarcerated.
