I guess the answer is technology but at a cost. Something along the lines of your boarding pass carries the luggage details so when you leave the baggage hall you walk through a scanned gateway, insert your boarding pass into a scanner as you do when leaving and the computer says “yes” or “no”. The cost will be factored against the loss rate as a % of total bags handled or something similar- No one pays much attention until their bag is stolen or vandalised as per the Hanoi Police Chief
