Did Helsinki to Vilnius and back at New Year on AY. It was snowing heavily in both places and the temperature varied between -17 and -24. Yet we were only delayed about a half hour in each direction.
I think the difference is between being geared-up for operational situations that occur every year, and those which occur “rarely.”
At HEL there was a continuous line of blowers and snow ploughs keeping the runways and taxiways clear – no airport could afford such investment unless the weather conditions were a regular occurence.
However, there is always the temptation for transport operators to use ‘adverse weather conditions’ as an excuse for other shortcomings, of course……
