I asked the writer. He said: "...it is certainly preferable to be in a pair than a row of 4. I did not find it too cramped although there is no storage in anything other than the overhead locker which is frustrating."

Is that true? Prohibited? As in, it is a breach of their terms of employment or just not a requirement of them? I've seen cabin crew help people many times on BA and other carriers. Perhaps not lifting the bag from the floor on their own but...
