BA's weight limit has been 23kg for carry-on for quite a few years (certainly for as long as I've been a reasonably regular passenger with them). Of course, very few people would actually have a bag that weighs that much, so I suspect that's why...

Just a correction on the Qantas comment - Qantas discontinued Bahrain stops in the late 1980s/early 1990s, when the 747-400 was introduced. Qantas certainly did fly 747s into Bahrain (the 747-200 and 300) as those earlier 747s could not fly...
