I am BA gold and had 3250 tiers at the end of my last'year
Is there any way I can find out where (if anywhere) I stand in the list for upgrades?

I believe it's still just recognized as gold membership.

From what I've been told, whether you just scrape by with 1,500 or have 15,000 system shows just as gold.

Only the invitation only premier card shows higher status.

My understanding is that there is a distinction drawn, even between Golds, which is based on your level of spend with BA. I've just found an earlier thread on the mysterious CIV scoring system:
