Air France, Compensation and the (UK) CAA

My Air France flight, LCY-DUB went tech (AF5123 10/04/2011) and I applied to Air France for compensation under the relevant EU Passenger Rights. Being a loyal Gold member I assumed everything would be OK. Air France refused payment and I contacted the UK's Civil Aviation Authority. They 'ruled' in my favour and contacted Air France; Air France ignored them repeatedly and last week the CAA told me they were closing my case and suggested I take legal action myself against Air France. Surely this is a joke? I am not sure who to be more annoyed at: Air France or the completely incompetent defender of Passenger Rights that is the CAA. Ah!
